Effectiveness analyses of support schemes for agriculture sector in Albania

The paper evaluates the impact of three measures for planting of orchards, olive groves and vineyards, part of direct payment schemes for 2007-2012 period. Using an ex-post approach, it will focus on direct effects, measured through the analysis of several performance indicators, as well as on the identification of the problems affecting the implementation process with the purpose of providing policy recommendations. The analysis shows that policy support for agriculture has been effective, though to a different extent for each measure, and the efficiency of the program has been also increasing year by year. Since 2007 the new planted area with the help of subsidies is 12691 hectares for more than 40148 beneficiaries. Nevertheless, the study could not provide evidence of positive impact due to the fact that counterfactual scenery is missing.
