Identification and evaluation of priority policy fields for environmental protection and sustainable development in Prespa Park

Dorina Grazhdani

Any comparative analysis of political issues needs some sort of structuring, “clustering” of the issues discussed. “Policy fields” are clusters which serve to summarize and structure the debates between the actors of environmental policy. A list of ten policy fields developed by the European Commission is a compromise which tries to reflect as closely as possible the clusters of the societal debate, and to be useful to the majority of participants in this debate in all Member States of the European Union. This list gives a fairly realistic representation of the EU’s environmental policy structure. In this study, the Fifth Environmental Action Programme has been taken as the basis for the development of policy fields for actual situation of Prespa Park.
